Alabama Establishes Blockchain Study Commission
Governor Kay Ivey has officially signed into law legislation establishing an Alabama Blockchain Study Commission. The bill was introduced in April by state Sen. Greg Albritton (R-Atmore).
The commission will begin by reviewing the laws and regulations governing blockchain and cryptocurrency within the state. It will also analyze the practicality and validity of using blockchain technology in government and business in Alabama, including government records, service delivery, judicial proceedings, records, voter records and election results.
“The State of Alabama is committed to being at the forefront of technological and economic innovation,” the resolution reads. “The nationwide growth of blockchain and cryptocurrency technology provides opportunities to increase Alabama’s position as a national leader in the financial technology and services industries.”

- A member of the House of Representatives appointed by the Speaker of the House of Representatives
- A member of the House of Representatives appointed by the minority leader of the House of Representatives
- A member of the Senate appointed by the President pro tempore of the Senate
- A member of the Senate appointed by the Senate Minority Leader
- The Secretary of State or his designee
- The Attorney General or his designee
- The State Treasurer or his delegate
- The Director of the Alabama Securities Commission or his designee
- The director of the Alabama Department of Finance or his designee
- The Chairman of the Alabama Public Service Commission or his designee
- The Superintendent of the State Banking Department or his designee
- The President of the Alabama Bankers Association or his designee
- The Executive Director of the Alabama Blockchain Alliance or his or her designee
- The Executive Director of the Energy Institute of Alabama or his designee
- The President of the Alabama State Bar or his designee
- The President of the Alabama Association for Justice or his designee
- The President of the Business Council of Alabama or his designee
- The Alabama State Director of the National Federation of Independent Business or his designee
- The Administrator of the Alabama Credit Union Association or his designee
Additional members may be added by vote of a majority of the commission members.
The first meeting of the commission will be held by August 1, 2024. On that date the group will elect a president and vice president.
