Millions of visitors flock to Rio de Janeiro every year for its beaches, mesmerizing music and parties. Now, as the city grapples with population loss, officials are trying to leverage these attractions to make Rio a regional tech hub.

Since returning to office in 2021, Mayor Eduardo Paes, best known for bringing the Summer Olympics to Rio, has tried to sell the charms of the postcard-perfect Brazilian city to developers, cryptocurrency traders and digital nomads.
