US Republican Bill Directs Customs and Border Protection to Adopt Blockchain
Congresswoman Nancy Mace, representing South Carolina, introduced a new legislative proposal on Tuesday, calling for mandatory implementation of a blockchain system by the Secretary of Homeland Security at the US border.
According to sources familiar with the matter, Rep. Byron Donalds of Florida is co-sponsoring the bill along with Rep. Mace.
Leveraging Blockchain Technology for Border Operations
The proposed legislation aims to leverage blockchain technology for various activities conducted by the Department of Homeland Security (DHS), particularly in the field of tracking and managing cargo at the border.
Blockchain, renowned for its distributed ledger architecture and cryptographic security measures, presents a new approach to validating data and transactions. In particular, the US Customs and Border Protection (CBP) has initiated exploratory research on the potential applications of this technology.
Improving Border Operations Through Blockchain
A proof of concept conducted by CBP in 2020 explored the utility of blockchain in safeguarding intellectual property rights related to American imports. This involved creating a secure mechanism for exchanging data between CBP and stakeholders such as manufacturers, retailers, rights holders, and importers, thereby minimizing the need for physical inspections.
Congressman Mace highlighted the promising results of CBP’s preliminary efforts with blockchain, highlighting the potential to revolutionize border operations. The proposed legislation aims to build on these early successes, creating a robust and secure infrastructure to address challenges at the southern border in a comprehensive manner.
Key provisions of the legislation
Legislation advanced by Representative Mace requires the creation of a public blockchain platform by CBP for border security operations. This platform would serve as a repository of critical data including biometric data, visa information and customs documentation.
CBP will use this platform to verify travel and identity documents, improve tracking of goods during customs processes, optimize the deployment of border control personnel, and facilitate real-time data sharing between relevant agencies.
Different applications of Blockchain in border security
DHS has identified a multitude of use cases for blockchain technology, ranging from the digital issuance of paper credentials to the creation of publicly verifiable tamper-proof records and audits.
In an effort to modernize trade processing operations, CBP expressed interest in exploring distributed ledger technology last year. Benefits cited include simultaneous access, validation and updating of transactions, thus improving operational efficiency.
Ensure oversight and accountability
Under the proposed legislation, CBP would be tasked with establishing an oversight mechanism for blockchain infrastructure. Additionally, DHS would be required to provide regular reports to Congress regarding the implementation and effectiveness of the platform.
